Hines is a strong supporter of the DC government's efforts to promote local businesses and facilitate the employment of our community's citizens.

LSDBE/Certified Business Enterprises

The Certified Business Enterprise (CBE) Certification Program is designed to build the capacity of local, small and disadvantaged businesses and to stimulate economic development in the District of Columbia. District-based small and disadvantaged businesses are eligible to participate in this set-aside program under DC Law 12-268.

Hines supports this program by committing that:

  • LSDBEs will own 20% of developer equity
  • A minimum 35% of eligible pre-construction/construction and operational costs will go to LSDBE contractors

First Source Employment Agreement

The First Source Employment Agreement program ensures that DC residents receive priority for new jobs created by development projects.

Hines is a participant in this program ensuring that:

  • All job openings created are listed with the Department of Employment Services
  • District residents are given priority for newly created on-site jobs and apprenticeship opportunities

Hines is committed to working with top-quality, small and local contractors in the development and construction of CityCenterDC. We know that every great design requires skilled contractors to bring that design to reality; contractors who are dedicated to doing the best job possible and take pride in their work. Also, it’s just good business sense to provide opportunities for local contractors to highlight their skills, while at the same time building their business’ capacity to be able to take on larger, more complex projects.

Hines periodically holds meetings and conferences to disseminate information regarding contracting opportunities. We strongly encourage your attendance and participation if you are interested in being considered for these opportunities.
