ICSC CARES Act Presentation

ICSC presented a webinar aimed at helping small business owners understand how to access financial resources within the provisions of the new CARES Act. The bill’s $350 billion loan program is intended to provide relief for sole proprietors, the self-employed and independent contractors who have business with fewer than 500 employees.
Speakers, Tom Sullivan, U.S. Chamber of Commerce, Vice President Small Business Policy, and C. E. “Tee” Rowe, President and CEO of America’s Small Business Development Centers, provided essential feedback on:
- The Paycheck Protection Program (PPP)
- Economic Injury Disaster Loan Program
- Economic Injury Disaster Grants
- Coronavirus Aid, Relief, and Economic Security (CARES) Act
- Employee Retention Credit
Stay-at-home Order Issued
March 30, 2020
On Monday, March 30, 2020, Mayor Muriel Bowser of the District of Columbia issued a Stay-At-Home order for all residents of the District unless performing essential activities.
This order goes into effect on April 1, 2020 at 12:01am. Residents may only leave their residences to:
- Engage in essential activities, including obtaining medical care that cannot be provided through telehealth and obtaining food and essential household goods.
- Perform or access essential governmental functions.
- Work at essential businesses.
- Engage in essential travel.
- Engage in allocable recreational activities, as defined by the Mayor’s order.

COVID-19 Emergency Amendment Act
March 20, 2020
On Tuesday, March 17, 2020, the DC Council passed the “COVID-19 Response Emergency Amendment Act of 2020”. This Act allows for certain benefits and protections for those experiencing unemployment and the impacts associated with COVID-19.
This Act also extends tax filing extensions for businesses as well as the issuing of emergency grants or loans for eligible small businesses impacted by the public health emergency.

DC Mandated Restaurant Operations

The Mayor of the District of Columbia has issued a Prohibition on Mass Gatherings During a Public Health Emergency as part of the management of the spread of COVID-19.
As part of these measures, effective Monday, March 16th at 10:00pm until 6:00am on Wednesday, April 1st, restaurants and taverns licensed in the District are to suspend table seating but are given the option to operate delivery and grab-and-go operations only.
Should you decide to make delivery and/or grab-and-go options available to patrons, please let us know what option you are offering and the times you plan to have each available.
Event Parking rates Canceled

Due to event cancellations in the wake of Coronavirus preventive measures, the garage will not be utilizing event rates effective immediately until further advised.
CCDC — Coronavirus Preventative Measures
March 13, 2020
As a preventive measure due to the current health crisis, the Management of CityCenterDC would like to provide our retailers with some flexibility regarding the required minimum store hours of operation. While the retail center will continue to be open as usual, effective immediately through April 5, 2020, fashion and specialty retailers may maintain minimum hours of 11:00 am to 6:00 pm Monday through Sunday. Management will re-assess prior to April 5, 2020 and advise if extensions and/or modifications to the required minimum store hours of operations will be approved.
If reduced hours are implemented, please notify the CityCenterDC Retail Management Office and update any on-line listing of your store hours.
Management will continue to have on-site managers and engineers to maintain operations along with security, janitorial service, and garage staff during normal business hours.
